Framework Engineering definition and boundary validation
This package executes FE-MISSION-001 as a successor to
FE-EVAL-REP-2026-07-23. It asks whether Framework Engineering (FE) is a
distinct engineering discipline, an integrated method profile, a
repository-specific research program, or fully subsumed by adjacent fields.
Result
The evidence does not support presenting FE as a distinct engineering discipline. No FE mechanism identified in the repository was shown to be unique, and no comparative evidence establishes incremental utility.
The strongest current classification is:
Framework Engineering is a repository-centered research program and a candidate integrated engineering profile for designing, evaluating, operating, and evolving analytical frameworks as versioned knowledge artifacts for human and machine use.
No single adjacent field was found to cover this integration with the same unit of analysis. Collectively, however, systems engineering, method engineering, design science, requirements engineering, knowledge and ontology engineering, decision analysis, quality engineering, organizational learning, cybernetics, and multi-agent systems engineering cover nearly all claimed mechanisms. The remaining candidate boundary is an integration and application boundary, not yet a distinctive causal mechanism.
This is a proposed successor finding. It does not overwrite the
controlling EX-FE-0002 state: Stage A remains incomplete, Stage B remains
blocked, and its experimental boundary classification remains inconclusive.
The source package can repair part of that experiment's coverage gap, but it
does not supply its independent audit, blinding, recognition, sealed-key, or
reviewer gates. EX-FE-0003 also remains unexecuted.

Authority and use
- Findings are current and provisional.
- The accepted experimental state remains inconclusive until its independent gates and governance review are completed.
- External sources establish scope, overlap, and maturity comparisons; they do not establish FE efficacy.
- Repository tests establish only that current tooling executes as tested.
- The accepted ROS–FE Profile v1.0 was not silently changed.
- The proposed definition and v1.1 backlog require normal governance review before promotion.
