FE boundary package — 2026-07-24

This versioned package executes EX-FE-0002 through the first mandatory stop gate. It constructs the schema, protocol, source registry, eight candidate cards, six comparator cards, instruments, randomizer, partial lock, decision, journal, and handoff. It does not fabricate recognition participants or independent reviewers.

Current result: Stage A incomplete; Stage B blocked; boundary classification inconclusive.
