• OODA: Output 2 was judged stronger overall than Output 1 because it made assumptions and reassessment triggers explicit, although it was more complex.

Cross-Framework Pattern

• The more structured outputs generally improved evidence use and traceability.
• Added structure also increased verbosity and process overhead.
• The strongest gains appeared where the original packet under-specified uncertainty handling and verification.
• The pilot does not cleanly separate Framework Engineering effects from generic scaffolding effects.

Interpretation
