Inherited ROS capabilities

FE inherits the ROS 1.0.0 artifact contract: plain-text canonical records; RP/JR/EV/HY/TH/EX/DF/CN/GL/MS identity conventions; lifecycle values; categorical confidence; completion tracked separately; references and reciprocal supersession; filename checks; accepted-content policy; research journals and handoffs; deterministic validation; and generated registries.

FE records retain id, title, status, version, created, updated, confidence, completion, and profile. The FE validator checks the presence of that inherited envelope but does not reimplement ROS lifecycle, identifier, or supersession logic. Generic enforcement stays in ROS.
