• the experiment is low-cost relative to expected information gain

Prioritize Lower When

• the experiment repeats known low-information behavior
• the experiment expands theory before uncertainty is reduced
• the experiment depends on unresolved instrumentation problems
• the experiment is mostly confirmatory without adversarial value
